Default to Anonymous Access when no identity config is present

Default to Anonymous Access when no identity config is present: a task in MiMo-V2.6-RL-harbor-code: MiMo-V2.6-RL Code (Harbor) (Harbor dataset). This is an RFE to make this the standard behaviour when no identity evaluator config is present in the AuthConfig.
