Generate-plugin template uses incorrect Fastify version

Generate-plugin template uses incorrect Fastify version: a task in MiMo-V2.6-RL-harbor-code: MiMo-V2.6-RL Code (Harbor) (Harbor dataset). When launch generate-plugin create a nwe plugin it force the fastify version to ^4.0.0 while the fastfy version used is ^5.0.0
