The command should: 1. Open the file using `click.File` type (mode `'r'`) 2. Print `encoding:<value>` where `<value>` is the file object's `.encoding` attribute (or `"unknown"` if absent) 3. If `--show-seekable` is passed, also print `seekable:<true|false>` based on calling `.seekable()` on the file object
