Implement is token subtype equivalently to the reference

Implement is token subtype equivalently to the reference: a task in repo2rlenv-equivalence-tests (Harbor dataset). Implement the function is token subtype in /workspace/task module.py so that it is behaviorally equivalent to reference is token subtype (which is already provided in task module.py ).
