Implement center pad equivalently to the reference

Implement center pad equivalently to the reference: a task in repo2rlenv-equivalence-tests (Harbor dataset). Implement the function center pad in /workspace/task module.py so that it is behaviorally equivalent to reference center pad (which is already provided in task module.py ).
