Implement fuzzy bool equivalently to the reference

Implement fuzzy bool equivalently to the reference: a task in repo2rlenv-equivalence-tests (Harbor dataset). Implement the function fuzzy bool in /workspace/task module.py so that it is behaviorally equivalent to reference fuzzy bool (which is already provided in task module.py ).
