I checked AWS' documentation on [`Metadata`](https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/metadata-section-structure.html) and there seems to be no requirement that it should be modeled as a `Optional[Dict[str, Dict]]`.
