This causes a concrete problem: fractional second trailing zeros are **always** stripped. For example, a `time.Time` representing `2022-03-17T09:46:11.100Z` is stored as the DynamoDB string `"2022-03-17T09:46:11.1Z"`. The lost trailing zero breaks lexical sorting when strings are used as sort keys.
