Boost.URL does not correctly handle IPv6 addresses with Zone IDs (also called scope IDs) in IP-literal host syntax. According to RFC 6874, an IP-literal can contain an IPv6addrz (an IPv6 address followed by `%25` and a Zone ID), but the current implementation does not recognize this form as valid.
