Currently, plug relationships are flat. Plugs are created with `plugs_add(p, plugname, hostname)` and the plug data structure (`plug_data`) has no notion of a parent. This means power‑on requests to a blade may be attempted while the chassis is off, leading to real hardware failures or timeouts.
