The task

We want to decouple attribute updates so that the handler for `log-stderr-level` (and potentially others) can run in the log service's thread. The user-visible goal is to change the runtime log‑level adjustment interface from `flux setattr log-stderr-level N` to `flux dmesg --stderr-level=N`.
