Issue: Add a scaled loss function to fuse loss

Issue: Add a scaled loss function to fuse loss: a task in LegoFlow-SWE (Harbor dataset). Currently, there is no way to scale the output of a loss function in fuse. Users need the ability to multiply the loss value by a constant factor to adjust the influence of individual residual blocks.
