The task

Currently, Helmet provides no way to add or manage attributes (like `lang`, `amp`, etc.) on the root `<html>` element. We need a dedicated prop, `htmlAttributes`, to control these attributes declaratively, with the same lifecycle behavior as other Helmet-managed elements (merging, cleanup, server rendering).
