The task

We need to optimize the `Sequence` class so that short sequences (up to 60 nucleotides, i.e., 120 bits) are stored inline, avoiding heap allocation entirely. The class should expose a public method `is_short()` that returns `true` when a sequence is stored inline, and `false` otherwise.
