Implement skctl snapshot command: a task in LegoFlow-SWE (Harbor dataset). We need a new subcommand for skctl that captures a point-in-time snapshot of a live Kubernetes cluster. The command should not require the sk-tracer component to be running—it works directly against the cluster API.
