Add bash completion support to the kingpin CLI toolkit

Add bash completion support to the kingpin CLI toolkit: a task in LegoFlow-SWE (Harbor dataset). Users of kingpin‑based applications need shell completion for subcommands, flags and flag values so they can use tab completion in their shell.
