**Current behavior** Setting `element.innerHTML = '<div></div>'` on an `Element` node does nothing—the HTML string is not parsed, existing children are not replaced, and no new DOM nodes are created. The `innerHTML` getter also does not return the serialized HTML of the element’s children.
