When writing webpack blocks, certain loaders and plugins need to behave differently depending on the webpack version (1.x vs 2.x+). Currently, blocks like `postcss` and `tslint` rely on hacky workarounds to detect the webpack version. This leads to fragile code and duplicated detection logic across blocks.
