Feature Request: Add CSIS SIRK Encryption/Decryption Support

Feature Request: Add CSIS SIRK Encryption/Decryption Support: a task in LegoFlow-SWE (Harbor dataset). Without these, any feature relying on CSIS (e.g., generating resolvable set identifiers, resolving advertising sets) cannot be implemented correctly.
