The `sort-jsx-props` rule currently supports conditional configuration via `useConfigurationIf` with options like `tagMatchesPattern`. We need to add `matchesAstSelector` so users can conditionally apply a sorting configuration of the rule to JSX elements that match an arbitrary AST selector.
