Issue: Add Goose CLI Tool Support

Issue: Add Goose CLI Tool Support: a task in LegoFlow-SWE (Harbor dataset). Currently, the code-assistant-manager supports many AI coding assistants, but the Block Goose CLI tool is missing. Users want to manage Goose configurations, prompts, and plugins through the same unified CLI.
