UTF-8 String type for the Move standard library

UTF-8 String type for the Move standard library: a task in LegoFlow-SWE (Harbor dataset). The Move standard library currently only provides an ascii::string module that handles ASCII strings. We need a new string module that provides a proper UTF-8 String type with validation and boundary checking.
