The task

When `ZSTD_c_targetCBlockSize` is set to a non‑zero value, the superblock path exhibits multiple defects that make the output either vastly larger than expected, incorrectly formed, or outright crashing. The problems are especially severe when the target block size is large or the input contains long literal runs.
