Add DNS-01 ACME challenge support for reg.ru

Add DNS-01 ACME challenge support for reg.ru: a task in LegoFlow-SWE (Harbor dataset). The lego Let's Encrypt client currently does not support DNS-01 verification using the reg.ru DNS provider. Users who manage their domains through reg.ru cannot automate certificate issuance via DNS challenges.
