The task

The lego client currently has no support for IBM Cloud DNS (SoftLayer). Users who want to use the IBM Cloud DNS API for ACME DNS-01 challenges cannot do so. We need a new `ibmcloud` DNS provider that automates challenge completion via the official IBM Cloud DNS API.
