The task

The frontend will use the constant `IOC_ATTACKER_COUNTRIES_URI` to know which URL to call, and will append the current time-range parameter (e.g., `?range=7d`). The backend must accept a `range` query parameter for time-based filtering and aggregate only active IOCs accordingly.
