The task
To break the dependency cycle, we need a new internal package, `piptools._internal._pip_api`, that consolidates pip-related utilities and exposes them without pulling in the rest of `piptools`. The package must **not** depend on any other `piptools` modules (except possibly a shared subprocess helper – see below).
