The task
When a QUIC client stops responding (disappears), the server continues to retransmit packets far longer than reasonable. In a reported case the client last sent a PING at T=12.8 s, yet the server kept repeating packets – 143 of them – until T=84.4 s, i.e. over 70 seconds of unnecessary retransmissions to a dead peer.
