The link’s submit logic must delegate to the assigned AQM’s `submit` callback, and the AQM must provide the `release` and `reset` callbacks expected by the simulation framework. Both AQMs must be usable independently: you can attach a rate limiter to a link without any L4S behavior, and vice versa.
