The task

When reading a Parquet file that contains `STRING` columns encoded with RLE dictionary encoding, the decoder fails with an error indicating that the encoding is unsupported. The reader currently handles `Plain` and `DeltaLengthByteArray` encodings for `STRING` columns, but not `RleDictionary`.
