Users who have GOOGLE_ONE_AI credits still get blocked when the Antigravity API returns a `429 RESOURCE_EXHAUSTED` error that is caused by quota exhaustion. There is currently no mechanism to retry the request using those AI credits, even though an alternative billing path exists.
