In .NET Framework 4.5 and 4.5.1, TLS 1.1 and TLS 1.2 are **not** enabled by default. The default security protocol is SSL 3.0 and TLS 1.0. When TLS 1.0 is disabled on a server, .NET applications targeting these framework versions will fail to establish secure connections unless explicitly configured to use TLS 1.2.
